the original usage of the word “slut” has nothing to do with sex, actually – it meant “dirty, untidy, slovenly.” so a person who was a bad housekeeper or was messy, prone to living in filth was “sluttish” or a “slut.” (it, along with “slattern,” which had an original meaning very similar, both tended over the years to acquire the sexual meaning and to apply mostly/solely to women, because a lot of negative words do. because that’s sexism, babey.)

so in the quoted text above, time is sluttish because it is, metaphorically speaking, a bad housekeeper – because of time, things decay and go dull and no longer shine out bright and gilded, and are “besmear’d” with the accumulated detritus of the years.
