This is the difference between (alpha) canon and beta canon, a split which has always existed with Star Trek. Like Detmer, Garak is attracted to both men and women in beta canon, but alpha canon is ambiguous. It isn’t “pulling a Dumbledore” because David Mack doesn’t write for the Discovery show and only has control over his novels.
That said, Mack wrote a novel about Control which the Discovery writers drew on in season 2, so it does indicate we might get canon confirmation in a Short Trek or season 3.
