Khan had a lot more followers (who were also relatively young compared to him) in TWOK than in Space Seed, so I imagine some of his followers got down and made bbs on Ceti Alpha 5.

Also, it would not be a very good eugenics program if the augments couldn’t improve the genetic stock of society at large without assistive reproductive technology.

(But, erm, I would not put it past the Federation to forcibly sterilize genetically modified humans, like the Jack Pack, especially since they are space!autistic. The reproductive freedoms of Augments/genetically modified humans within the Federation are likely limited.)
