It seems fairly apparent when looking at Cardassians, especially Dukat, that the neck and shoulder area are the main focus of Cardassian attire. If Dukat is as hot a Cardassian as he acts, then we can assume the ideal male Cardassian would have broad shoulders and show some clavicle.

It doesn't take a rocket scientist to connect the dots as to who saw fit to dress Bashir this way. We know who his tailor is.
