I think Ziyal's age was a huge gap in the show and bigger one the thing with Garak.... I just want to think that Cardassian woman mature faster (socially and biological speaking).

Or maybe Garak is just not as old as we suppose... He has to be in Dukat's age, small difference.

Maybe Garak is 40 and not over 45 as we always suppose...

You are probably right about Cardassian maturity, given what we know of their intense mental training. Even Ziyal, who didn’t get the benefit of the standard Cardassian education, spent her formative years in a dilithium mine as a slave. She isn’t the standard ingenue.
