I feel like the reason Odo is like, barely in the episodes where Brunt shows up to make Quark's life awful is because he'd take one look at these goings on and go 'absolutely not, this is ridiculous and it's not going to continue' and then everyone ends up in a holding cell until he figures out who started this ferengi bullshit this time.

i feel like he probably also had a conversation with garak like “okay, this. this ISN’T actually going to happen, right? you know there are consequences for murder.” and garak searched deep within himself for the appropriate combination of facial expressions and words to convince odo that no assassinations would be taking place
