From the great profile/interview of Andrew Robinson I posted Friday, from Deep Space Nine magazine Vol. 9, 1994. 

The caption in the magazine says “’Cardassians’ demonstrated there was something more to Garak as he stood up for the rights of Cardassian orphans left on Bajor.” I wouldn’t say that’s accurate, as he doesn’t seem like he’s in it so much to help the orphans as he is to expose Dukat. (And possibly to see Bashir get hot and bothered enough to bust into that hearing and tell Dukat off.)
