I just think it’s rather funny how many times Garak has taken punches… but honestly, I have no doubt that he can fight.

I think he holds back to give the appearance of being weaker than he is depending on the situation.

But that scene… I’m not sure what to make of it. Is it Sisko’s sheer strength? Maybe Cardassians are just naturally lighter.

Or maybe he is simply being over dramatic. This seems like the most likely answer to me.
