There are a million and one people in this crew who are better suited for the communications job - between the many Starfleet operations people, various Bajoran operations people, and Garak, who might be an epic-level security risk but is also pretty much the sapient equivalent of the blank tile in a game of Scrabble and should be in more episodes anyway, you’d think they’d be able to scrounge up someone.
