Because at that moment Crowley realizes that they could talk they way out of it - by making both Heaven and Hell doubt what God actually plans.

They are talking about Great Plan = that it has been written that Earth will be here for 6000 years and then there will be a war between Heaven and Hell with Earth in flames.

Then of course what God is truly planning, as it has been said in the beginning is ineffable, you cannot normally put it into words, so you cannot write it down. Let’s label what God is truly planning as the Ineffable Plan.

So Aziaphale asks is the Great Plan also the Ineffable Plan - like, is it the same thing, or is the Great Plan only part of the Ineffable Plan? Is it only perhaps some test for humans and Heaven and Hell, something that actually does not have to even happen?

By their confused reactions Crowley realizes that they don’t know. They don’t know if it’s one way or the other because God is not talking to anybody. The best that anyone can do is guess.

So he comes up there and makes them doubt if their insisting on a war is not actually against the God’s Ineffable Plan. So they leave, because they don’t know :).
