Sort of?

He’s keeping his companions like pets. At least, that’s how it feels to me. He enjoys their charms, their ideas, their silly little moods. He likes visiting with them and spending time with them. He gets furious if they’re hurt or threatened.

But at the end of the day… well, they don’t matter, do they? Not like Time Lords do, or for that matter, most of the other older races we see hinted at.

He loves them all, and then they die or he has to give them up, and it’s a bit sad but hey - here’s a new one! And it’s just as fluffy in its own special way!

And so: ‘responsible pet ownership’. Or, sometimes, not so much.
