Old!Bashir is a ~civilian~ doctor (read: angrily resigned from Sec31 over the way they handled the Andorian geneplague). He’s part of Space Medecins Sans Frontiers and technically hired by the Bajoran government, though his old friends Sisko and Dax finangled the job for him after he shot himself in the foot politically with the Fleet. Young!Garak is a young Bamarren graduate / O:O operative, fresh off his first mission in the field and only barely holding the lid on some nasty ptsd. He either nearly botched the Romulan incident, or narrowly saved it, depending on your point of view, and Tain’s firmly the Glass Half Empty sort of guy. So, Elim’s career has been scuttled before it even began, and his freshly-indoctrinated fervor is only made more desperate by trying to win back his father’s love. 

Julian takes one look at that situation and decides an Intervention is necessary.
